Unusual Gym Conversion

I just got a second gym in an area I've been submitting in recently, but the newest POI to enter Pokemon Go became the gym. While I know the criteria has changed over the years shouldn't it be impossible for the newest POI in a cell to convert? I've tried to look into it but so far I can't find any information on how this can happen.

Nope, that's not impossible at all. Sometimes that's the way it happens.
It's also not particularly Wayfarer related either.
So is conversion just random now with no way to control it? Last I understood it you needed upvotes within roughly three days for a newer stop to convert.
For fear of breaking the "this isn't WF related" rule... I believe if one of the stops is a showcase, it can't flip to a gym until the season is over. I'm curious if future showcase stops have already been designated since the season flips soon.

The law of upgrade of Pokestop to Pokemon gyms in PGO has not been published.
And the laws that are currently being said are all based on trainer speculation.
And the PGO team is not going to publish the laws in the future.
Do you have a resource that can help me if you don't me posting this here then?
There was a contest in this cell, but it was the only POI in that cell at the start of the season. I added five more and I figured the original didn't convert due to the contest. I thought the third would convert in this case, not the sixth.
Niantic isn't super transparent on how all this stuff works sadly, and most info I could of any substance was at least a year old. Thanks for the help. Didn't know the Wayfarer forum was so strict given they have no other official boards to discuss this on.
Niantic isn't transparent on this for a reason. They don't want people to manipulate the gym creation algorithm. Attempts to do so are considered abuse by Niantic.
It won't be related to showcase. I have seen this happen odd times before and showcase wasn't around then.
Last time I saw it happen was about 3 weeks ago when the second/new stop in the cell became the gym
Yeah, never got that logic. Seems better to have gyms placed in logical areas than spots where I know someone is going to park in the middle of the street and sit there to battle the gym. Old system was way better tome, but maybe I should probably just quit with submissions if that is the case. Don't want to risk creating gyms in areas that are likely going to create unsafe conditions. Thanks for the help.
@OurosOuroboros-PGO Remember that you're not submitting wayspots for one game but potentially for any Niantic game. Also, you are not responsible for other players' behavior, only your own. If people are doing unsafe things to access a wayspot then that is on them, not on you.
The previous system, where people could choose gyms in PoGo, was rife with abuse. I think it's better for PoGo to choose gyms randomly. I also think it would be good if they re-randomized the board every 3-12 months but I know that's a controversial idea. (And I say that as someone who has had a couch gym since PoGo launched.)
