Why are all my reviews in spanish?

I'm an trying to assist in the request for new pokestops, but 99% or my request are in spanish. My Spanish is not that good and when I try to translate late them and give my best to accept I get a notification say the they sense a repeat pattern and will need my account to cool off.

Are you near the border of a Spanish speaking country?
I'm like 21 miles away from Mexico. Not sure if that is close enough but it is ridiculous, almost all my reviews are being marked as denied cuz my Spanish is not good. I have gotten like 2 English ones and they were accepted. My status is dropping fast because of it.
That will be why then. Your "local" area when it comes to reviews is the level 6 S2 cell you are based in, plus the surrounding 8 level 6 S2 cells. Level 6 S2 cells are fairly large, so there will definitely be overlap into Mexico when it comes to your local area.
If you live in an area where you're likely to get multiple different languages in your review queue, Niantic expects you to use a translation tool such as Google Translate to help you review things.
The Chrome browser can auto-translate web pages for you. I used it for the Russia, Indonesia and Brazil wayfarer challenges.
The cooldown can also additionally come from reviewing too fast or using the same rating all the time.
