100% incorrect. This can be changed frequently, even more than once a year! All it takes to fix this is just getting rid of that sentence.

No, Home location is typically permanent except for when it's been changeable for Wayfarer challenges, or occasionally if something has gone wrong you can request Niantic to reset it for you.
Your bonus location can be changed every few months.
