As mentioned in that accepetance email, not all accepted wayspots will appear in all games. I suggest having a read of this pinned post.
As the other comment says, each game has a proximity rule that determines whether a new wayspot can be added to that game or not.
In this case, both "Menina Guadamur" (red icon) and "Mafalda" (white icon) are unable to be added to Pokémon Go because "Parroquia Santa Maria Magdalena" (blue icon) already exists in Pokémon Go as a Pokéstop or Gym. Each level 17 S2 cell (box with the red outline) is only allowed to have one Pokéstop or Gym under normal circumstances. Anything else added in a cell that already contains a Pokéstop or Gym will not be able to appear in Pokémon Go.
Additionally, "Mafalda" is unable to appear in Ingress. This is because Ingress has a different proximity rule to Pokémon Go, which is that new wayspots can only become Portals if they're at least 20 metres away (red circle) from an existing Portal. "Menina Guadamur" is able to be used in Ingress though.
