In my town, there's a waypoint for an info board on the town...whoever made the stop made the CHURCH behind the board the focus of the image. I've attempted to change the picture of the stop to be of the board, but it didn't work, and now when I attempted to nominate the church as a stop, it gets flagged as a duplicate of the info board.

when you say you have attempted to change the picture, I presume you mean you have already submitted a new photo that has been accepted. To help that picture become the main one, click on the little arrow on the photo disc. Then bottom right you will see it says 2 photos. Click on that. You can now thumbs up your photo.
Sending gifts to friends allows them to the same via the postcard. This should make it the primary picture.

Just because you might have read the question elsewhere does not mean the poster is not entitled to post here and seek an answer.
By asking the question here it may prove helpful to others who don’t go to other sites.
If you find a question is repetitive, and that is understandable, then it may be best to just skip replying.?

I thumbs upped the correct picture, but it seems my friends can't do the same. I'm assuming because they're below lvl 38? If so, it could be years before the correct photo is the primary picture...
I'm fairly sure you did mention it on reddit. Maybe not in its own thread, but I think you mentioned it in a reply to me at some point.
I made a passing mention of it in a comment to one person. I didn't make a post about it, didn't ask for help with it, nor did anyone offer any help or advice about it. Ergo, they're lying.

Your friends should be able to thumbs up the picture.
I have had a similar problem with 2 POI and new photos. The problem is I have no way of knowing just how many likes it needs to be the most liked one. So I just need to keep going but it’s not a priority so I let it lapse.
I do think that sometimes it may be broken as one of them is such a nondescript place it is odd it hasn’t changed but as with all things techie glitches occur.
I think if a new photo is voted up to become primary in one game... that does not mean it's the picture that will be shown in Wayfarer.
Formerly, the primary Ingress picture was shown in Wayfarer. But once Niantic separated picture votes by game, I think Wayfarer stopped showing based on thumbs up from one game. Maybe it sums the likes from each game. But I think it's just whichever was primary the day the separation happened, or if it's newer than that: the original photo.
So maybe the better route is:
You might change the name of the existing Wayspot to just be the church. Then maybe move its location to the church. Then maybe nominate the info board anew.
