What is the shortest distant between the closest pokestop?

I want to add a pokestop at the park entrance (where I stand), but system rejected me saying it is a duplicate. The other one is inside a private property, the location is wrong and its about 50 meters away

    There's no minimum distance in Pokemon Go. It divides the world in rectangles (S2 cells, level 17 for pokestop eligibility) and then it checks that there's only one Pokestop or Gym in each cell.

    Two pokestops can be 1 centimeter apart as long as they are in different S2 L17 cells

    When you stand at the location of what you're trying to submit (and you need to be stood there in person for this to work), open up the new submission button in Pokémon Go, and on the first screen (the map where you place the pin) there should be a toggle in the bottom left. If this is on, it will show you all wayspots within ~100 metres of your physical location at the point you opened the new submission. Any that are in Pokémon Go will appear as blue icons, whilst any that aren't in Pokémon Go (usually due to the limit of one Pokéstop or Gym per level 17 S2 cell) will appear as orange icons. These icons can be tapped on to display what they are, and can help you check if what you're submitting already exists in game or not.

    As @WheelTrekker-ING says, S2 cells are like a grid of invisible quadrilaterals. Depending on where you are on the globe, they may be more rectangular, or they may be more diamond shaped. Each of these quadrilaterals can only contain one Pokéstop or Gym though. So you can end up with situations where a nomination that's 50 metres away from the nearest Pokéstop won't be able to appear in Pokémon Go as it's still in the same cell as that nomination, but another nomination that's only 2 metres away from it will be able to appear because it's in a different cell and all by itself.
