Shopping Plaza Signs

Hi All!
I am active after taking a break for a year or so and I am in the process of getting acclimated with any changes.
I’m a bit disappointed about the number of shopping plaza signs in the game but regardless of my opinion, I want to make sure that I am following the community’s guidelines/consensus. Here are a few that I saw that made me tilt my head and say, “How?” lol. Were these people just lucky, where they shouldn’t have had a shot, or have things loosened up for these kinds of nominations?

The signs are not eligible unless they are historically or culturally significant, but some shopping centers may be great places to explore or socialize. However, it depends on the nominator's ability to provide a convincing argument as to why a specific shopping center is eligible. Niantic did provide one possible reason, but that reason only applies to a small subset of shopping centers, specifically factory outlet malls, and should not be taken as applying to all shopping centers.
I'd recommend reading all the Wayfarer Criteria Challenge topics, but this section contains the part about plazas and **** malls.
