Why this pokestop hasn't been accepted and why I don't receive the reason why

I have taken a good picture of the unique sign stating that the area is for no dumping. Also, I have tried to put the proper description to it.
Why this submission wasn't accepted and where can I see the reasons why it wasn't accepted?

It's a regulatory sign, IMO no different from a traffic sign. I'd rate it 1 star on cultural significance and 2 stars overall. Yes, it's mildly humorous, but that doesn't save it. (we have signs which are like a multichoice quiz: why are you dumping rubbish here? [] I'm a **** [] I don't care about the pristine beauty of this place, etc.)
It's generic signage that doesn't meet the criteria. It should have been rejected for Other Rejection Criteria.
