I'm unaware about what is the decision for housing authority. I've not seen this before in game nor on the reviewer section.
However one thing come to mind that I think of it like Dept Human Services - where people take time applying for food stamp and such like that. I'm wondering if this would be considered like DHS? I didn't make any approval/denial of this submission as I'm learning. Thank you.

It doesn't seem like a great place to exercise, socialise or explore. It also appears to have a third party photo, judging by the fact the supporting image is a screenshot. So plenty of reasons to give it 1* and move on.
Use the criteria as your guide. If you do, you will quickly conclude that this doesn't meet any of the eligibility criteria. DO NOT base judgments based on what you have seen as Wayspots. A lot of bad Wayspots have gotten through the system and this approach encourages more of the same types of bad nominations. For example, a lot of community name signs have slipped through the system even though most of them are not eligible. However, because some individuals see the existing Wayspots, they believe that the signs must be eligible (or they wouldn't be Wayspots) and accept more of them into the database.
Yeah I was thinking it wouldn't meet anything much to be accepted into the guideline. Thanks for pointing out the photo differences, I noticed it didn't include other source and it looks like the original but a screenshot of it.
I noticed there are some bad wayspots and that's why I'm here asking because this isn't something I'm familiar with and I tried to search the forum for it and didn't find the info I was looking for. While I wasn't too sure how it wouldn't match up to be eligible, I want to ask and find how does the submitter think it's eligible when I didn't think it would be myself.
Sometimes the criteria doesn't tell me everything. That's why I'm here! I'm not someone who know-it-all. Just learning and continuing on. Thanks.
