Cooldown algorithm needs to change

Now that AI is filtering out some of the coal submissions and duplicates, I am noticing that I have gotten a lot more cooldowns for voting in the same voting pattern. And considering that there aren’t really gray areas regarding safe access, I always rate a 5 in that category. If it doesn’t have safe access I would have already denied it for that reason. So in essence I’m not really sure how to change up my voting pattern to stop getting cooldowns.

Interact with the page. You can click the title, enlarge one or both pictures, click the closest potential duplicates, switch to satellite, check streetview, click a hotlink on the map, etc. It's not ONLY about the stars.
Niantic doesn't track that info in Wayfarer.
Your "interact with the page" is just "wait some seconds before submitting your nomination"
EVERY website tracks that info. It's simple, off-the-shelf software. Even basic newsletters track how far you read, where you pause, what you click.
According to your point of view, anyone that uses an ad blocker would have continous cool downs, but it turns out that no one has reported such issues due to adblockers and instead whenever people start using the plugin to wait for some seconds before sending the review all their cooldown problems go away, without the need to "interact" with the page at all.
Guess why
If you use a timer that only allows you to submit after a set amount of time you'll see how quickly you are actually reviewing.
You'll probably be surprised at how fast you are going. It will absolutely stop the majority of your cooldowns though :)
