For how long can a nomination be in "In Voting" when not upgraded?
Anywhere from a few days to a few years. You are best asking any local Wayfarers the average time for your area.
It varies a lot. Sometimes a week for areas without many POIs overall. Sometimes a year for areas with a large density of POIs. How long ago did you submit it?
I submitted it a couple of weeks ago and it went "In Voting" last week.
