Is a government office gate not allowed?

I nominated a government gate entryway.
However it still got rejected even if it's only outside the grounds of the government office (DPWH) saying inappropriate location. I've read that government stuff can be nominated as long as it does not obstruct their activities, and yes, it does not obstruct anything.
Will appreciate clarifications. Thank you

True that some types/parts of government properties can be an eligible location but how it meets at least one eligibility criterion to say that it is an eligible point of interest should be asked first.
If the government property has a basketball court, for example, that court is on an eligible location and the court itself is an eligible POI because it meets a great place for exercise/rec.
Note that a sign for the basketball court may function as a visual anchor but the point of interest is still the court. So what is your POI and how does it meet eligibility?
Explain how an government office gate is a great place to explore, exercise or socialize. Those are the criteria to meet. If you post your full submission the community can provide more concise advice.
