Is there any way to find out why a portal was removed?

A portal was removed overnight and I'm curios as to why. It is a fountain in an office park pond, has been in the game as long as I can remember, accessible from the street and two sidewalks, and visible on satellite view. I submit portals for removal if they no longer exist and 90% of the time that effort is in vain. How does a clearly valid portal get removed?

Unless you can stand on the fountain it's not valid - I'm amazed it's lasted this log.

Looks pretty legitimate to mebut there could be something like a business owner there requesting the removal.Right.
Irrigators in lakes (like that one) are infrastructure, to prevent mosquitoes. They're required in many places, originally to prevent the spread of malaria. The number of irrigators required are based on the size of the body of water, and if it has a natural flow like a stream through it.
And they don't meet any criteria. You don't meet at the fountain, or go on an expedition to see it. It doesn't encourage exercise.
AND they do meet rejection criteria - you can't walk up and touch it.
I have no reason to appeal. The commenters have provided justifiable reasons I was not aware of under the current criteria. If 'fountains' like this are no longer valid, there are a lot more to remove.
