Waypoint Appearing then Disappearing from Games

I know, I know ‘my waypoint was approved why isn’t it showing up in pogo?’ is the worst topic. This one is just very unusual.
When Niantic went through a period of ‘clean up’ in New York, I submitted a number waypoints in cells in popular areas that had either become vacant or were only occupied by sponsored stops.
One example is below and was positioned in a cell that is only occupied in Pogo by sponsored stops. It initially appeared in the game but vanished a few months later (point of curiosity- my buddy still frequently brings me gifts from it even though it is no longer in-game).
Around NY Go Fest it suddenly reappeared in-game for about a week, then vanished again, then reappeared again a week or so later then vanished AGAIN.
It feels like Niantic is manually doing things with it, so I’m just curious why? (Especially with the new consequence model, if I did something here that Niantic considers ‘abusive’ I’d want to understand that for the future.)
