I am reviewing and notice the nomination may be valid. But the surrounding area had a duplicate nomination already approved and one of photos of the already approved stops is an invalid photo. Any advice on next steps?

This cluster of Wayspots & nominations have been showing up for years, and from what I've seen of the area it seems like most if not all of the Wayspots here are fake. I believe these are fake Wayspots submitted at the person's area of residence, possibly using multiple accounts on Wayfarer to mass accept these nominations.
