Creating a pokestop

I've reached level 37. I've done the Wayfarer quiz and passed. Every time I go to pokemon go settings and upload to create a pokestop it tells me to complete Wayfarer tutorial. I've reviewed over 30 pokestops. What am I missing? I just want to create a pokestop.
