Finally it's important to note that you don't nominate for stops and gyms but waypoints that may not be used in all the games. There are rules around how the games use these nominations and if they don't conform they won't appear. Gyms are created for every X number of stops in a cell. Normally 2, 6 and 20 will trigger a gym and then no more (sponsored don't always count so you may see more than 3).
