Would this have been a valid POI?
I recently started reviewing submissions on Wayfarer and I got a submission with a shrine that was built on someone's fence.
Initially it looked like a great submission of a shrine, thinking it was part of a church or a place of worship but when checking on google maps, I find this:
It is actually someone's house, with a shrine built on their fence. I wanted to give them a positive rating after checking on ingress map and seeing that it's located in a rural area with only 2 POI (which were also at least as questionable as this one), but in the end I decided that I am unable to make an objective decision and skipped the review. Since this is someone's private property, but accessible from the public street, could this count as eligible?

This might indeed look like a good wayspot, but your idea about private property was indeed correct.
There is a nuance though, private RESIDENTIAL property is a rejection reason for such a wayspot. The residential part is essential as if this was the fence of some company it would still be private property, but then it is eligible.
And even the edge of PRP is considered to be part of the property, so that includes outerwalls of houses, but also fences.
Another thing to note is that the rejection mentioned above is generally for single-family residential unit, shared spaces in multi-family complexes are allowed locations. If this exterior wall were for a multi-family apartment building/hotel, it is eligible.
