Clarification - Motorway services

I'm looking for clarification on Motorway services. For me they're a good place to meet and often agents will meet at Motorway services, there's usually Coffee shops and things to do, but they seem to be declined or old portals already in game. Can niantic confirm or decline that they should be in game wayspots?

The actual place tends not to be approved as most are very run of the mill - exceptions being places like Gloucester and Tebay which are very individual /award winning so could be . However there is often a play area or a picnic area or a dog walk etc and these tend to be fine.
Looks to be a generic business. Is there anything that makes this specific place distinctive or stand out from other businesses?
