Photos that don't meet criteria

I have encountered a picture that could be accepted, but the picture does raise questions in me, what to do now when photos clearly don't meet criteria? I.E. Person is in the shot? Register plates? Photos that doesn't show anything at all? Watermarks? Photos that are upside down? I can't seem to find the right way to mark these type of things anymore..

No worries, it's not that obvious where choices are after coming from the old system.
