Appeal rejected for private property on the wall of a garage.

Hello.
I asked last month for this wall painting, affixed to an exterior wall, accessible from the roadway.
She was instantly refused in less than 24 hours.
This is the first time I saw this.
Being on a business trip, I preferred to make a Appeal and no longer worry about it.
You can see it and see it up close from the street.
I received an answer earlier, telling me that my appeal had been refused, because the appointment concerns a private single-family residential property, which meets the rejection criteria.
The problem is that I don’t understand this refusal. And the refusal of this appeal.
The wayspot is outside the property, it is not on the wall of the house, it is rather on the wall of a car garage, and outside.
Can you help me understand?

As long as it is attached to a private property, no matter how accessible it is, it should never be accepted.
However, we accept mural paintings on the facades of buildings.
I agree that it is a collection of private places, but the building itself is also private, and it is accepted, it doesn't bother.
The issue is that it is on private residential property. Other forms of private property are permitted, but private residential property is completely prohibited.
