Must the comment box be checked for Niantic to see it?

I submit proof of any photo I call third party. However, the only place I can submit that says "Enter other reason" so I don't want to check that box.
Should I or shouldn't I?

You can tick both boxes.
As Hank says, it's possible to check more than one option. Until we have some proper documentation there will be so much confusion on how these things are supposed to work.
I guess my question wasn't clear. I want to explain my thinking for the reason I checked, not add an "other reason" but want to confirm Niantic sees the comment if I do not check the box.
No one can answer that except Niantic and you know well not to hold your breath waiting on such a specific answer.
This is my problem with the review flow in general. Niantic dropping it on us and then the silence on how to use it. Maybe they think it is completely intuitive, but it is not for me. If a box says "Enter other reason", I expect it to mean I am entering another reason besides the one(s) I have already checked. They could make it say "Enter other reason or comment" and I would be able to confidently check the box.
I very much agree, they dropped it without any explanation of how they want us to work with it, we are doing our best but have no idea if what we are doing is correct without some serious official feedback which isn't forthcoming.
So much is vague and subjective but that seems to be the way that they want it now, It's completely understandable that there will be a lot of cultural nuance and local differences, it's good that this is being taken into account but unfortunately this leads to a lot of confusion and frustration as people argue what could or should be meant by particular wording or ways of processing things.
The whole thing, as usual, seems rushed, poorly thought out and lacking proper communication. It could be great if done properly.
