I think that this reviewer it's a pure negativist (more catholic than the Pope), so he denies almost everithing. The 30% of lost agrements its a very aproximate number to the percentage lost of aproved POIs which are normal.
Although it is a rough number, the percentage of Japanese nominations is less than 40% approved, over 40% rejected, a few percent are duplicates, and the rest are edits. I think he posted it to get us to criticize the terrible reviewers with very low approval rates, missing the duplicates.
I don't see anything particularly wrong with this achievement.
I think it's more problematic to post comments like a Veteran Wayfinder on a Lv2 Ingress account that you just recently created, not reviewed, not nominated, not walked less than a kilometer on.
It seems to me that it is your responsibility as a sensible adult to post on your PGO account, where you usually log in to Wayfarer to nominate and review, rather than on your Alt Ingress account.

I think that person either has a lot of outstanding reviews waiting for consensus or they have a horribly low agreement rate.
I've never personally reviewed in an area that has almost no duplicates but I'm sure they exist in the world.

Without context we won't know what happened. As a Japanese player, diid you reject lots of manholes and/or generic restaurants and stores?
