You know what? **** Wayfarer. I give up.

Thought I'd try coming back to Wayfarer to see if the system was significantly improved after the recent update. Did a few reviews, maintained by existing "GREAT" rating. 588 total nominations reviewed. Lo and behold, I receive the above error..
Anomalies in my review behaviour? I couldn't be more thorough and accurate if I possibly tried.. I give up, Niantic. If you're not going to employ and pay people to do your moderation work for you, and then you're going to over-regulate the hard-working volunteers who do it for free for some reason, then you don't deserve to benefit from their efforts. What an absolute joke. Never again.

The new system has bugs. It is a new system. This is one of the things that has been brought up and will hopefully get fixed.
It is new and you may have questions. How do I... Where is... Why is it... Ambassadors are just one step ahead and if you know the answer please do post to help fellow Explorers.
It really is not good enough. If the team were "excited" to hear thoughts and feedback, they would not cradle away and avoid us. Who tested this? Did anyone on the team really think their title was inaccurate or offensive? Were they aware that having a yes/no/idk system was definitely going to be more patterned than the regular 1-5 star system?

The Ambassadors did provide feedback.
Testing is not the same as live use and bugs like the feedback reason come to light once in full use.
The frustration around the cooldown issue has been conveyed.

How often are you using the "other" option under Accurate and High Quality to reject things?
A lot, including editing what it is and/or its location.

That may be the cause of the cooldowns. Try just downvoting the three criteria categories instead when a more specific rejection reasons don't apply.
I got this today. I had reviewed just 2 submissions. On both I selected “no” to different questions (one was good for exercise, one was good for socialising but not vice versa) and then I got that message. I could have understood if I had ploughed through dozens in under 5 minutes, or was selecting the same answers each time (but on more than 2 reviews), but this was crazy - especially as I actually had a free hour to sit and go through reviews.
The annoying thing for me is on every nomination I read the title and description, then check the photo matches it. Then I look for duplicates before going into streetview and looking for the nominated place. None of that is particularly quick, although I am a fast reader. I get through the questions quite quickly as I find these new ones much more obvious to answer in most cases. Once you’ve done them a few times, you don’t need to keep re-reading the blurb under the question title, or clicking for information. Especially when doing them in a row!
I really do hope they sort that out quickly.
If there are grammar issues with the title/description, I will use "I don't know," then select title and/or description. Just because something isn't capitalized when it should be or the right punctuation isn't used isn't a valid rejection reason. Annoying, yes, but not valid rejection unless it's super bad. I would have given these a 2 star with the old system.
I'd rather use the star system than the yes/no/idk button. The new system can get me 12-hour cooldown quickly.
I have this issue too - it's extremely obnoxious. It hits just when I do have the time to review :/
