I can no longer send description edits

Whenever I try to send description edit, it says it is not possibile. I didn'get any email by Wayfarer. How come?

A while back the Ingress devs made changes to the requirements. I believe everything Wayfarer related now requires you to be level 10 in Ingress (whereas previously it was level 8 for title and description edits, level 10 for new wayspots, and level 12 for location edits).
The other thing is that you have a quota of how many you can submit. If you've done a lot of them lately, you'll need to wait until you acquire more.
I have 39 available, and I'm level 13.
