Why is it duplicated?

There wasn't a Wayspot in that location, but Niantic disavowed it the day after I applied.

Could be down to similar nature of the signage or language used in the title/description was too similar to the existing waypoint.
Because both are marking/mentioning the temple and are markers, it's likely it flagged something (if it was AI rejected). Same could happen in voting potentially if they feel it serves a similar purpose.
The candidate is a trail marker for a nature trail, and the duplicate partner is a place name sign.
Both are located at the intersection in front of the temple, but there is a distance between them as they are on opposite banks.
Is it possible to come back and win the case after being flagged?
You can appeal a duplicate decision, as you can with a regular rejection. I have successfully appealed a duplicate before.
I am planning to file a complaint because it is so unreasonable.
I had a similar challenge. I actually submitted a Wayspot Photo Appeal and asked that the incorrect photos be removed from the other wayspot. Once they were removed, my appeal for my submission was approved.
I filed an objection and it was approved.
