How To Manage Multiple Theme Park Nominations

I’m trying my best to be rational and fair here (as we do) and I’m struggling with nominations from a Theme Park.
My meaner (and yet I feel righteous self) feels that there shouldn’t be a nomination for every single themed thing inside the park. Is every statue, model, exhibit, experience, notice board eligible?
Let’s go for one for the fact it exists and one for the cafe…

Because there is no hard and fast rule in Wayfarer for when things are separate vs eligible on their own.
Sports Complex with 6 Baseball fields --- tends to have 6 nominations
Trail with 10 Trail Markers --- Tends to have 10 nominations ((This one is official on the list per Niantic))
Church with Statue -- Tends to have 2 nominations
4 Gazebos in a Park --- Tends to have 4 nominations
A golf course or freebee golf course with 9-18 wholes, is supposed to be 1 nomination
A playground with a Swing Set, & Climbing Equipment, is supposed to be 1 nomination
Church and its nearby Sign is supposed to be 1 nomination
4 Tennis Courts all in same fenced in area tends to be 1 nomination
Then you get into all the in-betweens and even here various levels of in between....
In-between that leans towards 1 nomination
Park with 2 Playgrounds: Lots of people will argue on how far apart the playgrounds have to be to be 2 separate nominations
Basketball courts & Soccer Fields are slightly different than Baseball (tend to be far apart) or Tennis (tend to touch) Will depend on whether the first reviewer says Courts or Court and just how far apart they are.
A picnic area in a park with 3 tables each with their own grill .... tends to be one picnic area
In-between that leans towards multiple nominations
Storyboards in park, Fitness Stations, Info Signs (like on fish along a lake short) tend to lean towards separate nominations
