This pokestop nomination was rejected after an appeal and both times the website said it was a duplicate. I can assure you it is not a duplicate as I literally live within walking distance of this post office and there is no pokestop or gym. What is going on???

Not all existing wayspots are visible in Pokemon Go. Also, you did not post any information about where this is located.
Location details would be helpful here. There are multiple Palmyras in the world.
