appeal a deleted portal question

How can I appeal the suppression of a portal? I think It is a good POI (and since it was accepted several times it seems the community thinks so too).
It is an art nouveau style building, built in 1903 and signed by the architect E. Corthouts who is part of the inventory of the cultural real estate heritage of the region I live in.
The portal was accepted several times as I said before but an ingress player keeps reporting it for deletion for I don't know which reason. And if the appeal is accepted by Niantic, can this portal still be deleted if the player in question continues to report it?

Is it a private residence?
If u mean how to appeal it practically on the wayfarer forum, i'll do it like this:

Technically almost every house in my town is a private residence so I would say yes and as a result more than half of the portals could be considered on private residence.
Do you know if the portal can still be deleted after it is restored if the appeal is successful? Because a certain ingress player keeps reporting some portals as soon as they appear in game to spite other players so it will be pretty useless to fill an appeal to still see the portal being deleted again later.
