My children and I drove to a raid (behind a public library) but they have gates up (private) + can’t access the raids nor Pokestops behind the library.

Should there be a spot for community members/Wayfare reviewers to explain their decision and how the person can make the report better? Guessing in my opinion just isn’t fun!

You are expected to follow real world rules when playing Niantic games (so no trespassing, for example). That being said, wayspots with limited access, such as those in gated communities or in the headquarters of a business, are perfectly valid so long as they have safe access for people who are legitimately allowed to be in those locations, and they don't otherwise meet any rejection criteria.
I apologize I am finding a lot of this super confusing because your statement is “(so no trespassing, for example). That being said, wayspots with limited access, such as those in gated communities” however, Niantic say the opposite. Please see picture.
Private residential property specifically relates to a single family private dwelling. It does not mean a shared area within a gated community or a communal area of an apartment block as examples.
Regarding public access, that's covered in the November 2020 AMA under the Criteria Questions section:
How does “publicly accessible” apply to locations that have limited access, like members-only clubs, gated communities, time-restricted areas?
Just like with the definition of private residential property, this guideline hasn’t changed. These locations would still be eligible, including restricted areas on the grounds of a company’s headquarters or behind locked gates so long as there wouldn’t be objections to you entering the area and the location is accessible to some folks. We do not expect all players to have access to all locations but we strongly recommend following real-world rules while attempting to access locations.
How did you nominate it if you’re not showed to go there? And more importantly, why did you nominate it?
Thanks for the appeal, @Icequeen0730-PGO. We took another look at the Wayspot in question and decided that it does not meet our criteria for removal at this time.
