Distance restrictions are required for moving locations

I think it is necessary to limit the distance related to the portal's request for relocation.
When examining the movement, there are many cases where an unreasonably long distance is requested without good reason. It is necessary to limit the distance of the mobile application, and it would be wise to provide an immediate report link regarding the application without justifiable reason. Too many bad users dragging portals a few kilometers away into the front of their home. These people should not give you the right to apply.

I had to move a rural library over 13 miles because Google Maps originally had it in the wrong location. Are you suggesting that should be an invalid location edit?
I, also, have tried to move a portal a long distance... a church closed down and sold its building (it's PRP now) to move to a new location where they built a larger building, over 2.5Km away. I submitted a move edit for it almost 2 months ago (the church's sign out front at the new location already shows up in Street View), but the portal has not been moved.
So, limiting move requests to small distances would be bad policy, in my opinion.
