Why some information boards are rejected? These aren't advertising boards, but with important announcements regarding a given town, commune or housing estate. Rejection criteria it is a temporary or seasonal exhibition, but these boards can stand for up to a dozen years. Especially since many boards with the same meaning are Wayspots, but some are rejected.

There were quite a lot of information/bulletin boards in the last global challenge, especially in Japanese neighborhoods, and some just don't see them as being eligible. Because of our modern, tech world, they don't see these as meeting the social/exercise/explore criteria
These appear to have been rejected before the system update on Oct 30th, as temporary and seasonal is no longer a rejection reason. If they were rejected after Oct 30th, they would have a different rejection reason.
While not all of the information provided for the boards are shown in your images, it's hard to say what may need to be improved upon, but a description and supporting information that notes the significance to the community would be helpful. Just listing "Information board" in the description isn't saying anything about the importance of the board.

Samo wymienienie w opisie słowa „tablica informacyjna” nie mówi nic o znaczeniu tablicy.
Sorry, your reasoning on the timing isn't accurate. Permanent and Distinct is still showing up to the submitter as Seasonal or Temporary. It's an issue we're asking Niantic to fix. These could have been rejected at any time before or after the change to the review process.

However, I still don't know what I can do to get the boards accepted. I also uploaded them a second time with a detailed description, but they were also rejected. Is anyone from Niantic able to comment on this matter?
Do they get rejected very quickly? Just wondering if they are getting auto rejected? What reasons are given this time?
Niantic won’t really have any insight into why these are being rejected (assuming they are being rejected by the community). The nominations go out to a pool of reviewers and Niantic really has no say in the matter at that point as to what the reviewers do. And they really won’t answer what is causing them to be rejected if their AI is rejecting them. They love to keep things like that a secret. And the explanation why some get accepted and some get denied…it’s just because it’s a different pool of reviewers each time. There’s no set criteria that says, yes these are eligible, or no, these are not eligible.
These boards are a hit and miss around here in Czechia and probably the same in Poland where you live. Even if everything is perfect, it may take a few tries. On the other hand, these boards are an excellent candidate for appealing.
Do you know how long the appeal process is currently taking?
It is now quite quick my latest which included a weekend was less than a week.
It's the holiday season now so I can imagine it will take a bit longer than that
