why does the voting phase take so long and why does nothing else happen, what does this mean?
It means that there aren’t too many people in your area reviewing nominations. Without an upgrade a nomination will only be seen by those persons in your general area. If your area doesn’t have enough people voting, it could literally take years to have any resolution on your nom.
But when you use an upgrade, that puts the nomination in front of a lot of other people. That will make the resolution happen much faster.

. @Proffesor2705-PGO you can help by doing reviews. If you review you will be helping others make progress to getting their submissions resolved, and if you get 100 agreements you can get an upgrade and that will help yours resolve quickly.
I have the same problem, before the changing in the voting system everything worked as it should nut now every nomination take too long time. I have many nomination that is 3 months.
This has also made me not interesting in voting anymore.

Does it "cost" anything to upgrade? Do I only get so many upgrades? Or will the number of pokestop nominations I get be reduced?
You just need to earn agreements by reviewing other people's nominations. If your review matches with the consensus of other reviewers, you get an agreement. If you get 100 agreements, you earn an upgrade to attach to one of your own nominations.
How do I know how many agreements I have? Also I noticed some people received feedback on their nominations. How do I see that in mine? How do I know how many people have reviewed it?
I found my profile. I've reviewed 91. 9 have been accepted. 2 were duplicates. So I only have 11 points?
Is this a pyramid scheme? If no one else reviews ...
Mine has moved to "in voting". Will it still take long?
It doesn't not cost anything to get upgrades. Just a little time. Reviewing other's nominations for stops. Following a few rules. To stay in the good or great level. Every time you meter gets to 100% you get an upgrade. That you can apply to your contribution
You can have this set to automatically be added or you can pick the one you want.
Now you may have to review several nominations before you get to a 100% or just a few. This is what you're looking for
I have reviewed a lot of nominations. That the community hasn't caught up to yet as they do the 82% will go up. My available upgrades are 2 and I have used 2 already for a total of 4. I am a little strange I must confess. I like to review as much as play Pokémon. Just to see the places.
Reviewing is not hard and most folks on here are willing to help you. Remember Safety, Nothing Sensitive, Not in someone's driveway or yard, Fire House Hospitals And Clincs shy away from. Graves of famous only. Not movable objects. Clear clean unedited photos no license plates or body parts. Oh have fun with it.

how long a nomination takes to reach completion is extremely variable from days to over a year, it depends on reviewing times where you are.
by reviewing you are helping keep nominations in your area moving to resolution and therefore helping your own nominations along.
How many people have to agree that your nomination is acceptable before it is complete?
And can I see how many people have reviewed mine?
The number needed for review is unknown and Niantic will not say as it would be open to manipulation.
You also can’t see the progress of your nomination.
As someone who is in an area where previously non upgraded nominations would just sit there and only reached resolution when Niantic took pity and resolved after 29 months, I recommend that if you are not going to upgrade you just switch off and relax. If you have a few that you are keen to resolve then upgrade is the way to go.
I upgraded it. It came back rejected for being seasonal. It is definitely not. The picnic table is there year round. In summer they can use it at the soccer field and in winter for sledding. It says I can appeal in the email. I can't find an appeal button. How do I appeal? How do I explain it is not seasonal?
Hello. I realize this is a little late, but you’ll be able to find the appeal button around where the Edit, Upgrade, Hold, etc… buttons are for the nomination. Usually at the top or bottom of your screen. You only get one appeal per 30 days or so. If you don’t see all the buttons you should see, try changing your screen orientation. I’ll often use an iPad in landscape mode because I have a keyboard, but this will obscure some buttons because Niantic didn’t program their website to respond to all screen sizes appropriately. If I ever need to see all of the buttons, I change my iPad to portrait screen orientation.
