Additional information: As shown in the two images, the rejected portal picture depicts a lion sculpture with its left hind paw resting on a stone ball, while the approved portal features a lion with its right hind paw pressing down on a stone ball. These two sculptures are located on the left and right sides of the entrance to a bank, respectively. They are not same portal, just appears to be the same.

You can't appeal rejected nominations on the forum. You need to use the appeal button within wayfarer itself:
Given that you can't see the button, it's likely that you've used another appeal recently. Wayfarer has a cooldown period of 30 days between submitting nomination appeals, so if you've submitted an appeal recently, you'll need to wait until it's been 30 days since that appeal was submitted.
That being said, I would not advise appealing this as it is a duplicate. Both statues are in the database, as can be seen here:
It's too close to the other statue to appear in Ingress, but it is still in the database. In order to appear in Ingress, it would need to be at least 20 metres away from the nearest wayspot.
