Can we vote for specific Wayspot/pokestop at specific area we choose ?

I am Mamoru and I am new in here.
Just a newbie question from me,
1)
Can we vote for a specific particular Wayspot/pokestop at a very specific area we choose by our own by choosing this specific area on the map?
2)
Or we can only vote and review, for the Wayspot/pokestop that is currently presented to us (randomly / semi randomly) and we cannot select particular Wayspot in the specific area that we choose?

To help nominations get resolved in a reasonable time the system presents nominations to a set geographic area. This attempts to keep the review within an area where those reviewing will be reasonably familiar with what they are presented with. It is also not too localised and randomised so as to prevent a group of voters colluding to reach a certain decision.
The key geographic areas are based on S2 geographic mapping cells (google S2 and Pokémon Go - pokemongohub has a good explanation of what these are.
Here is an example to show the size, the green grid cells are S2 level 6 and the red grid ones S2 level 7.
The active play area - where Wayfarer thinks you are at the moment uses S2 Level 6 cells. So if based at the red cross in London the active area would be the one outlined in red.
The bonus area (which you can reset a few times a year after challenges) uses S2 level 7 cells. So if you placed the bonus location at the blue cross in Edinburgh it would be the area outlined in blue.
The home area (which you can only set once) uses the same size as the active area.
Finally you will receive priority nominations from anywhere within your country boundaries - so in the case above the whole of the U.K.
