I have a candidate that I applied for without using the upgrade and it is still under review after 2 weeks. niantic is not going to make any improvements on this?

Two weeks is not really a long time for wayspot decisions. Please be a bit more patient, there are areas where reviews are taking more than a year unfortunately. Although the recent reviewing challenge in Japan should have helped reducing the backlog over there.
My nominations used to take a few hours in voting and usually get the result in the evening around 5/6pm the same day. They now take a good fews days/weeks. Not that bad some may say, but it’s clearly a change which shows things are taking longer. Imagine already waiting years, now you will be waiting many more years.
And don’t get me started on waiting for edits. 😴 😴
My nominations used to take over two years, and I still have nominations as old as October 2022 waiting for the current 15 month "old nom" push. But my new nominations submitted since the last challenge are taking just weeks. Something has changed for the better for my area.
Similarly with edits, very recent ones were approved the next day. Old ones are still outstanding.
In the past, some nominations resolved in a day, and others took 14 months or longer. If Niantic fixed the queueing so the slowest places don't take so long - the other end of that averaging is that the fastest places will take a little longer.
IOW You used to be royalty, and now you're amongst the commoners. You can adjust. It's not as horrible as you might think. Life is good.
Iirc Tokyo is one of "blackhole" area with nominations from there would be resolved in months unless you upgrade it.
