No changes since 2020.
There was past guidance not to accept pools in apartment complexes but as Niantic don't provide a means of rejecting them under the current review questions then I assume they're now okay, but no clarification has been given.
So long as they’re not on single family private property they’re fine.

If it's a small pool and sauna room in the basement of an apartment building, are both the sauna room and the pool acceptable?
Probably if they are distinct separate structures. But you’ll get differing opinions about that.
Also, it likely wouldn’t be worth your time to nominate both unless the marker locations for the pool and sauna could be placed in separate S2 cells.
One is clearly for exercise and socialing, the other is just for socialing. You don't actually exercise in a sauna, but you might hang out there with friends. I don't think of pools and saunas as the same place at all.
Do you not see/use sauna as part of the exercise routine?
It would be weird to go the sauna just for a chat with mates.
Do you go to the sauna to run around? That's a really strange thing to do.

Most people I know would use the sauna as part of the exercise routine as it's good for your body and mind.
Lots of people use the sauna to relax the muscles after a workout. It’s a bit like stretching.
And I will say that is a "stretch" of claim that a sauna is "a great place to exercise". 😉
The 'Exercise' section on the review page mentions ideal places for light exercise. Does this include such (?) as well?
Regardless, the sauna itself meets the criteria for 'exploration' and 'interaction' adequately, making it a strong candidate for a Wayspot. It is worth applying separately from the pool.
I'd say it can be both socialising and exercising.
To exclude the latter is a bit myopic.
That's subjective, and opinions may differ among individuals and candidates. Either way, a sauna is likely to be approved with a high probability.
I don't see a sauna as a place to exercise any more than I see a massage parlor as a place to exercise.
And if we really get into the nitty gritty of things, most of the saunas I see in the US would be places where phones are restricted use due to camera and privacy issues. Here, many saunas are entered from the private shower/locker rooms, not from the pool. They also are just too hot for phones to work well. So, they're not conducive to a mobile game in actual real life.
I wouldn't say I need some exercise I'll go to the sauna in the same way I would a sport centre.
That doesn't negate that saunas are also for exercise though but you brought up the US so maybe it is cultural. There are plenty of poi where one of the three criteria are not the main point but also fall into the other two categories. To exclude the lesser of the categories measures no sense to me.
If we are ruling out poi due to their surroundings and/or potential issues then I'm cutting Niantic's map in half with removal requests.
Some countries and regions call them by the same name but are completely different.
I believe that it is not necessary to standardize the criteria for approval of such items worldwide and that it is appropriate to judge them according to the customs of each country or region.
For example, here is a sauna.
Depending on the country or region, saunas range from wholesome places where families go to, to places that are pornographic.
In North America and some parts of Europe, those of a pornographic nature operate using the name sauna.
In this case, of course, it is necessary to refuse.
But on the other hand, in Finland, the birthplace of saunas, it is naturally different.
In Asian countries, there is a mixture of healthy saunas and pornographic saunas.
Therefore, it is impossible to make a uniform judgment, and reviewers must make their judgments based on their investigations.
Suppose a sauna that is pornographic is mistakenly approved for review. In that case, it must be promptly reported for removal, and the Wayfarer team must take the reviewer's report seriously, investigate, and remove it, rather than respond automatically and mechanically.
(Unfortunately, recently we have had a few staff members who are at a level where even if they submit a report with a geo-tagged 360° photo of the complete disappearance, they can't figure it out. So the Wayfarer team needs to improve the knowledge level of their staff)
I definitely wasn't considering pornographic saunas whatever they are.
I would think of this or something more akin to the northern European variety.
