Question regarding appeal rejection of a cycle route (are they now invalid?)

Are Official listed cycle routes now invalid as way spots?

I ask this because I had this appeal come back as "seasonal" when this is an established cycle route in the area. The banner mural art was created by local children in local schools in 2016/2017 and the entire lane itself is a protected route by cycle safe Scotland. This means that the route cannot be removed without consent thus making it not seasonal.


In my supporting information I included links to validate this as an official route https://www.eastdunbarton.gov.uk/bearsway to show that it is not seasonal or temporary and has remained in place since install(late 2016 early 2017). The banner is clearly weathered (which substantiates the submission as not temporary) and as the routeway is protected by Cycling Scotland (as seen on the banner) it cannot, as mentioned, be removed. It can also be seen clearly on google maps.

I figured that protected and approved cycle routes were valid and hit the community mark (as it was designed by local school children as part of a campaign) and it also hits the exercise (cycling route) as well as art categories.

I don't feel that my appeal was looked at properly or correctly assessed.
