We would need the Coordinates to look into it, but more than likely it doesn’t meet the inclusion rules for Pokémon go, which is a cell system. Imagine graph paper being wrapped around the globe. It would mostly be squares but some squares would be a little distorted. Anyway, each “square” is a cell, and only one pokestop can appear in a cell. And unless you look at the cells before nominating, you don’t know where the lines are that mark the cells. Most nominator don’t know that at first.
As @29andCounting-PGO has stated, it's not appearing due to being in an already occupied level 17 S2 Cell. In this case, "Yarn Lady" is blocking it from appearing in Pokémon Go. The screenshots below will show you it in the database and show you the cell, with your nomination as a red icon and Yarn Lady marked as a blue icon.
