What am I doing wrong? I put in the additional info that it is on city property - (see photos)

Because it doesn't meet critiera. Seriously, you are submitting a random concrete post. Even if a post box was still attached, it still wouldn't be eligible. Just because it is old doesn't make it historical, and being "rare" doesn't turn an otherwise ineligible object into a eligible one either.
The rejection reason might be wrong, but as The Farix say's it's not something that meets criteria - it's just a 20th Century concrete post that was mass produced.
I actually had this come up on my screen for review and gave it a 1* review as it meets no criteria. It is a concrete post in the pavement. Posting details about the decline in postboxes has no bearing on this sub. I can see no way to score this highly.
Thank you for the feedback. I guess just because I found it interesting and wanted to know why it was there doesn't make it a good pokestop. It was my first attempt.
Keep at it, it becomes easier to find things that should be wayspots. Start by looking at the wayspot criteria and looking for objects that are obvious. Parks, playground equipment, sports equipment, murals, statues, etc.
Cut your teeth on those and then you can try to get more ambitious things through.
Per Niantic, private residential property extends all the way to the street, even if the city technically owns the boulevard.
Never say "we need more stops here" - stuff like that can antagonise reviewers and should have no influence over the way a sub is reviewed.
