If the previous business no longer exists, the correct action is to remove the Wayspot for the old business and submit a new Wayspot for the new business.

Well I'm surprised. Niantic use to not do this. @NianticCasey-ING, can you provide some insight into this?
There is no "old" or "new" business. It's the same business, with the same owners and staff, that has rebranded. The news story I linked to confirmed this.
A quick title edit is a much better solution for this than to submit a removal request (which no doubt wouldn't go through) and then add a new submission to the Wayfarer queue.
