Why isn't this accepted?

There is this park in my town, witch have two trails nominated to local persons with importance to our city. They both have boards with their names but I'm trying this one first and it has been rejected three times. This is a walking trail on a natural park with a naming board, not a street or something alike, why isn't acceptable? Thanks

Some people believe trail markers should not be accepted despite Niantic confirming they are valid. Try to put a link to Niantic's guide in additional info. They are by far the hardest legitimate pokestops to get approved
Try adding this in additional informations
Trailheads, trail markers, mile/distance markers, etc. - Acceptable, if they have a trail name on them.

Number one issue is your trail marker has a different name then the title you submit it as. people see that and go ok look no further names dont match its not at that location
I tried twice with the same name on the marker and a good description, then put it different trying to let clear that is a walking trail....
