Are playgrounds inside a townhouse complex eligible?

I just had a playground inside a townhouse complex rejected due to PRP. From what I understand, Private residential property refers to single detached homes. Townhouses are defined as multi-residential homes.
Did the reviewers made a mistake in this case?

A playground inside a Townhome complex would be fine and acceptable. A playground even in a neighborhood if it’s a public space would be fine too as it’s not on PRP.

The problem is people are overthinking. They are assuming because there is PRP nearby that playgrounds are not public property to the community. Public property to the community is allowed nominations. Community Entrances, Playgrounds, Dog Parks, Mini Parks, etc... All are public property to the community.

Niantic did bring out a clarification, sometime within the last 6 months I think, that wayspots shouldn't be within 40 metres of any private residential property.
Presumably because of the court case, so I would imagine reviewers were being cautious in this case.
Niantic was clear that PRP only applies to single residential houses.
Townhouses are classified differently as it is multi-residential. A Playground in it’s premises are part of the common property meaning it is open to all.
I'm not disputing that, just saying that reviewers that saw it might have been erring on the side of caution
I think that was the point @NicoSolheim-ING was making... it's very possible that reviewers who evaluate the location of the playground in question have reason to suspect it's on PRP, or are not checking closely enough to ensure that it isn't before making a judgement.

Reviewers should follow the guideline. There’s a reason why Niantic is clear about it. This causes the backlog because I will resubmit it is as many times as it take until it finds reviewers that know what they’re doing.
This is the reason why I’m posting it here, so that reviewers find it and be the solution to the delays in the system.
Here’s a google map. Playground area marked in red. Everything around it are townhouses. No single-detached houses whatsoever.
@HighBastion-PGO I think the reviewers got it wrong. Unfortunately your only recourse is to resubmit.
