I'm not sure, but I would guess that this was rejected for one of two reasons. 1) As a generic business, as there was no proof provided of this as a hotspot beyond your words. 2) As "does not meet criteria", as you mention this terminal being historic but there's no link to show this station has been granted historic status or a plaque to designate it as historic.
Maybe try submitting this as a mural instead of a bus station?
One suggestion is to submit the painting as mural rather than the bus stop. Bus stops don't meet criteria unless they are transit hubs, while a large number of similar murals have been accepted.

What was the reason? Like what did the email say?
If you aim to pass it as a mural you should have more success.
