A few examples we have locally are the founders of the city, prominent influencers of the city such as the first black minister, a company founder or developer of key economic impact, etc. These would be obvious when you see one in famous cemeteries.
Not all of them have landmarks like Huge Hefner is juicily buried next to Marilyn Monroe's crypt in Los Angeles, CA.
Check whether the church ruins are listed on your country's historic register, that would help a submission of the ruins, they may well be accepted without. As already noted I'd avoid the cemetery itself as graveyards aren't normally acceptable.
I would also say focus on the church ruins, that should not be too hard to get accepted. You could expand your description to say when the church was built and when it fell into disrepair (or if it was destroyed in some way)
It would also be worth checking some of the older graves for any notable people buried there, or some interesting artwork, because you may be able to submit something from the graveyard individually.
I think you have potential for a good submission or two there, just need to change it up a little.
I think this nomination is weak as it currently stands, so a rejection wasn't wrong. It is one that may have passed and may have been rejected depending on how people review locally.
However, I think this location can become a particularly strong nomination if you re-sumbit it with some of the suggestions above. Try to research the history of the area and put in lots of detail. A well researched nomination can definitely change people's minds if they start unsure and read a very strong description and supporting statement.
Hopefully you can resubmit it - please share it when you do because it would be great to see what you come up with and hopefully you are able to create a new waypoint in future!
I actually had name wrong on the rejected one but resubmitted it with right name now and must take some pictures of the plaques too in memory of famine victims

I submitted both the ruins and graveyard together as the graveyard has victims from the famine
