Can I reject wayspots because I don't know the area or because it doesn't have a photosphere?

Can I reject wayspots because I don't know the area or because it doesn't have a photosphere? There are some groups of reviewers in my community who use this criteria to review the rural area where I live very thoroughly (verbatim, they wrote it this way)

Can you? Yes. Should you? Absolutely not. Only reject on location if you absolutely cannot find the location and there is no evidence (surrounding context via satellite) that it was there.

If the location is not clear, it should be rejected. I think that it is a big premise to be able to actually go there and experience it. Therefore, i don't think a nomination that doesn't know where it is is worth it as Wayspot.
No, just because you dont know the review area is no reason to reject the submission, neither is having a photosphere a requirement for a submission.
Use the information available to you to rate the submission.
You should NEVER just 1* a submission because you don't know the review area, anyone who does that is quite frankly stupid and an incompetent reviewer going against guidelines.
If the location looks likely but you can't precisely confirm use 3* as per the guidelines.
I wouldn't reject for not knowing the area or a lack of sphere if I feel its likely to be there. For example, if the nomination is an info board in a rural country park, and there's no street view but I can see something that looks like an info board from aerial, I may 3* for location because that's "likely" to be it. If the supporting photo is used cleverly, and perhaps shows a wider shot the info board with a bench and a tree nearby, which correlates with what I see on aerial... I would rate even higher.
If there's no street view, no clues on the supporting photo and aerial view is unhelpful eg under trees, then often I can't in all honesty say whether or not it's likely to be there. I may accept and rate 1 or 2* for location, or I might reject outright 1* mismatched location. It depends on the circumstance.

The former action guides were very similar to the current wayfarer information but were a little easier to understand to me. Basically the way I understood them is:
For things under tree cover or for where you're unable verify the location rate 3* if it's likely to be there.
So a trail info sign in the middle of the woods especially with a decent supporting photo give it at least 3*
Alternatively if something seems fishy, like a business that you can't find online, or a sculpture that someone claims is on a residential street.. those are NOT likely to be there so reject them.
What if they placed the POI point too far from the location?
Through thorough investigations, I've found misplaced locations. If I want easy agreements, I could easily 1* it and move on. If the nomination is still 5* worthy, should I risk approving it(editing the location)?
I would recommend doing what you feel best.
If you want agreements to get upgrades, I'd recommend relocating it to where it should be and hope other reviewers do the same.
If I can find it with reasonable effort, I'll move it. Everyone has their own idea of what reasonable effort is though, some don't want to spend more than a few minutes searching for a Wayspot and that's perfectly fine. It's hard to say what the majority will do here, so if you're chasing agreements it could go either way.
