Locked football/soccer pitches

So around me there are a few locked of football pitches, they seem to be a pay to use one but owned by the city council, are these a reject due to pedestrian access or would these be something that could be submitted?

Submit them, you have to pay to go in some museums, national trust properties, zoos, other businesses etc etc.
Being behind a "pay wall" isn't a reason for something to be declined

The only time they should be rejected is if they're on school/K12 premises or on PRP, but I can't see many single family PRPs having an entire football pitch in their backyard
These should not be rejected based on pedestrian access. Pedestrian access means that it is safely accessible to someone on foot. It does not mean it has to be accessible to everyone. Thus a locked gate does not mean the location lacks pedestrian access.
