Someone move location of nomination

Hi, i have eligible nomination but someone move the place a lot, on plave where is already pokestop, so the new one doesnt appear. Even on google maps can that person see it that is not on that way.
is it possible to move it so it show on pokemongo ?

What is it? From looking at the photo, it looks like something deliberately put there to try to make a Waypoint. I can't see anything like this on Streeview.
