Are metal curtains eligibles?

I don't know the name in English sorry "Rideau métallique".

You know : when a shop is closed, some are putting down a metalic curtain to protect the shop. Some of these curtains are well painted. For me it's like a artistic work. But you can't see these all the time (when shop open). I try to search a response but maybe it is an other name and I could not find the answer.

Even when they're rolled up, they're a permanent fixture and they're still there. And so I would say that they're eligible, if sufficiently artistic.

But MANY reviewers feel that when they're rolled up they're somehow "gone" and therefore only a "temporary display".

Both arguments have enough merits that Niantic ought to have weighed in by now one way or the other.
