Should they be open year round, are Political party HQs considered viable or should they be considered generic business?

I would see them as the same as any company's HQ. Is the Chase Bank HQ a portal because Chase Bank has it's HQ there?

Yes, they are viable and also already exist on the game.
They are not a "generic business" like a local store or restaurant...
Also (in my country Uy) the political HQ has hundred of year on the same place, that means also the building is from previous century in his architecture.
We only accept the political HQ as the point of interest/meeting place/social one, and hystorical point of view (as I mention +100 years).

I would agree with the general sentiment in this thread: yes so long as they're not temporary offices. In the US, many local areas will setup campaign offices for a specific candidate that will then close down following that election. These wouldn't be eligible.

What about local HQ's, where there aren't located in capital cities? Do they still be acceptable?

Definitely agree that the local campaign offices that in the US that only exist for a nominee while the campaigns are active then close out are ineligible.
Hello. Only the Party's HQs are eligible or any other permanent branch/offices too are eligible?
For eg. One of the political party's local offices are designed like a fort. They are permanent structures. Would these be eligible?

If that's permanent then that's a perfect example of unique architecture. It doesn't matter what kind of office it is (as long as it isn't on the rejection list).
That's a very good candidate due to the building not what is inside.
If this is a permanent display/feature on the political branch and/or HQ, then this should pass on unique architecture. This is definitely an example that I would rate highly if it's a permanent fixture.
Yes these are permanent, the city has many such similar structures (office branches) and hence the locals won't accept it.
The locals would accept if @NianticCasey-ING or someone from niantic would shed some light.
